Hearing brains are 'deaf' to disappearance of sounds, study reveals

Friday, September 28, 2012

Our brains are better at hearing new and approaching sounds than detecting when a sound disappears, according to a study published today funded by the Wellcome Trust. The findings could explain why parents often fail to notice the sudden quiet from the playroom that usually accompanies the onset of mischief.

Hearing plays an important role as an early warning system to rapidly direct our attention to new events. Indeed we often rely on sounds to alert us to things that are happening around us before we see them, for example somebody walking into the room while our back is turned to the door. Yet little is known about how our brains make sense of the sounds happening around us and what makes us hear certain events while completely missing others.

Researchers at the UCL Ear Institute wanted to try and understand what makes certain sounds easily detectable while others go unnoticed. They created artificial 'soundscapes' comprised of different on-going sounds and asked listeners to detect the onset or disappearance of different sound-objects within the melee.

Overall, the team found that listeners are remarkably tuned to detecting new sounds around them but are much less able to detect when a sound disappears. In busy sound environments, the participants missed more than half of the changes occurring around them and the changes that were detected involved much longer reaction times. The effects were observed even in relatively simple soundscapes and didn't seem to be affected by volume.

Dr Maria Chait, who led the research at the UCL Ear Institute, said: "On the one hand, we might expect to be more sensitive to the appearance of new events. In terms of survival, it is clearly much more important to detect the arrival of a predator than one that has just disappeared. But this reasoning doesn't apply to other situations. Imagine walking in a forest with your friend behind you and suddenly having the sound of their footsteps disappear. Our results demonstrate that there are a large number of potentially urgent events to which we are fundamentally not sensitive. We refer to this phenomenon as 'disappearance blindness'"

The study also explored how resilient listeners are to scene interruptions. In busy scenes, such as those we often face in the world around us, important scene changes frequently coincide in time with other events. The study showed that even brief interruptions, such as a short 'beep' occurring at the same time as the change, are sufficient to make listeners fail to notice larger scene changes. It is thought that this occurs because the interruption briefly captures our attention and prevents the information about the change from reaching our consciousness.

"Understanding what makes certain events pop out and grab attention while others pass by un-noticed is important not only for understanding how we perceive the world but also has important practical applications. For example, to aid the design of devices intended to help professionals such as air traffic controllers and pilots who operate in environments where the detection of change is critical," added Dr Chait.

Thai sailors go "Gangnam Style" on YouTube video

BANGKOK (AP) ? The "Gangnam Style" craze has reached Thailand's navy, which is among the latest to mimic the globally popular dance video.

In a video posted to YouTube, a few dozen smiling sailors from the Third Naval Area Command perform the rodeo-style dance and other hip-shaking moves at their base on the popular tourist island of Phuket.

Lt. Cmdr. Patiroop Khemtis said Friday officers took three days to film and edit the video, instructing participants to mimic the moves in the original video by South Korean singer PSY. It was shown at the base's annual party Wednesday and posted to YouTube the next day.

The video shows white-uniformed sailors in sunglasses galloping through their offices and officers in scuba gear shimmying up the beach.

The original "Gangnam Style" video had close to 300 million YouTube views as of Friday.

When to take dividends in lieu of salary as a business owner ...

Surprisingly, you may end up better off this year by having your corporation forgo a tax deduction.

Strategy: Make this a ?dividend year.? In other words, instead of receiving income in the form of tax-deductible wages, arrange to have the company pay out dividends to yourself.

If you?re in a high tax bracket and your company is in a low one, which is often the case for small business owners, you?ll save tax overall due to the current tax break for qualified dividends.

Here?s the whole story: Under the extended Bush tax cuts, dividends from domestic companies are generally taxed at a maximum 15% tax rate in 2012.

Beginning in 2013, this tax break is scheduled to expire. Barring new legislation, dividends will be taxed at ordinary income rates reaching as high as 39.6% next year (up from a top rate of 35% in 2012).

Although wages are deductible by a C corporation and dividends are not, a business owner may benefit by shifting wages to dividends if he or she is in a higher tax bracket in 2012. In addition to the tax break for dividends, you avoid payroll taxes on amounts paid as dividends.

Example: You?re in the 35% tax bracket and you receive an annual $100,000 salary from your C corporation business. The company is in the 25% bracket. If it pays $10,000 to you in dividends instead of wages, your income tax is $1,500 (15% of $10,000) as opposed to $3,500 (35% of $10,000), or $2,000 less.

Also, you save $565 in payroll tax (5.65% of $10,000), while the company saves $765 (7.65% of $10,000). Total savings: $3,330 ($2,000 + $565 + $765).

Even though your company loses a $2,500 de????duction (25% of $10,000), you and your com??pany together still come out $830 ahead overall ($3,330 ? $2,500).

Tip: This strategy doesn?t work for personal service corporations required to pay tax at a flat 35% rate.

What's more, due to the new 3.8% Medicare surtax under the new health care law, you could be paying an effective top tax rate of 43.4% in 2013.

Europe Shoots For The Clouds: EC Lays Out New Cloud Strategy To Add ?160B To EU GDP By 2020

linuxcon-cloudsUp to now, the European Commission has kept a relatively light position on where it stands with cloud services -- putting more effort into the wider issues like broadband and mobile regulation and ensuring that users all get a fair deal as these services continue to grow. Today that changed, as the EC unveiled a high-level cloud services strategy, with the aim of adding ?160 billion ($206 billion) to the region's economy by 2020, equivalent to 1% of total GDP. Plans include improving interoperability standards;?setting up lists of "trustworthy" cloud providers; taking a part in regulating how service level agreements (SLAs) should work; and?creating a formalized structure for how governments and other public bodies in the region should procure in cloud services: the public sector accounts for 20% of all IT spend in the European Union.

The Future Of The Web Is Mobile | Business 2 Community

Mobile phone usage and internet traffic are growing at a staggering rate, causing powerful changes in consumer behaviour and in the way people socialise and work together. You?ve likely used your phone to search for local businesses, share photos, updates and web sites with friends, and of course play countless hours of mobile apps.

The shift to mobile devices has important implications for how businesses should be allocating their marketing budget. Most company websites are not easy to use on mobile devices, meaning they are increasingly irrelevant to the average consumer. If you want to attract new customers, build rapport with existing clients or offer new services or other value online, then mobile is on the must-do list.

Planning a website or any other marketing exercise without considering how people will interact with it via their mobile devices is no longer acceptable.

Your #1 Priority is to build a mobile website? ? Google?s Mobile Playbook.

Mobile Web Strategy For Your Business Google Mobile Priority We all know Google is the king of search, and that it makes its money through targeted advertising. Fewer people realise that Google is rapidly repositioning itself as being ?in the mobile business?, and it urges you to join it. Google sees the trend toward mobile as being a powerful disruptor of many existing industries and paradigms ? the next wave in the inevitable transition of the world?s population into an online, interactive web of communication (a process which began with the invention of the internet in 1973). There is no doubt it is going to have profound implications for how we work, play and live.

In Google?s excellent Mobile Playbook website the search giant spells out the importance of mobile sites for businesses. The Mobile Playbook is an online whitepaper for how your business needs to embrace the mobile revolution.

Google?s plan for your future business success: go mobile

In the Mobile Playbook Whitepaper website Google lays out a clear pathway for your business to get online, grow, succeed ? and of course spend a fair amount in advertising with them along the way. Here are some key points for businesses to note in how they plan their marketing and business development in future years.

  1. Get a mobile website
  2. Consider mobile apps to market your business
  3. Be visible ? harness the power of mobile search
  4. Optimise, Optimise, Optimise
  5. Use mobile advertising to grow your business
  6. Consider users with various mobile devices
  7. Use mobile technology within your company to boost productivity

How mobile can help your business grow

Mobile searches have grown 5x in the last 2 years and are about to outstrip desktop searches.?Leading your industry in the mobile marketing space will be key to growing your business in the next 2 years.

Mobile Search with Siri iphone

People can easily search the web or their smart phone using voice control

Mobile advertising allows a new generation of hyper-local search, with Google, Apple and other providers able to recommend nearby restaurants, accommodation and businesses based on your verbal request or even on simply knowing your travel plans (no search required).Google also emphasises how wide open the mobile advertising space remains:

?Mobile is the most imbalanced medium when it comes to ad spending versus time spent, at 1% compared to 23%? ? Google

This imbalance creates great opportunities for companies which move early into the mobile marketplace ? investment in developing a mobile friendly online presence will yield greater returns than expenditure in most other advertising and marketing segments.

Are mobile websites and apps really the best answer for businesses?

The Mobile Playbook website is an extensive and well organized resource on why your business needs to embrace mobile. In it Google places a very strong emphasis on the need for mobile websites and apps.?Their recommended strategy is basically to create a mobile version of your site, and maybe a tablet version (did we mention you may need separate apps for iOS, Android and other platforms?), and to develop mobile apps to market your business.

In considering these options it is worth bearing in mind that this whitepaper is geared toward CEOs and business owners, so Google have tried to keep things simple. Before you rush out and build a couple of extra websites and mobile apps specifically for today?s popular devices, it is important to remember that the device landscape is changing very quickly.?Building native apps for iPhone, iPad, and Android devices can cost thousands of dollars each ? and that ?must-have? iPhone app could seem old hat or even obsolete in a year as consumer preferences change.

Mobile responsive design ? one site fits all

A new approach to mobile-friendly web design is to create a website which will detect and adjust to the size of the device it is viewed on. Mobile responsive website design means a single site works well on all devices, future-proofing your website as new devices become popular.

Responsive design is an attractive alternative to separate mobile apps because it gives the same content to different device users, tailored to their screen size. Responsive design also means you won?t need to maintain a second website.? This is great news because most businesses struggle to keep one website up to date. A separate mobile site or mobile app can be preferable when mobile users are the primary target, or when the high cost of developing native mobile apps is justified by the potential returns.

Mobile website or app?? Meet the Web-App

A mobile responsive website can be designed with app-like functionality and can usually be added as a web app to mobile devices. This can effectively eliminate the need to design separate apps and mobile websites for multiple devices.

Start preparing your business for the new mobile economy

The take-home message of all this is simple ? mobile technology will be a driving force behind consumer behaviour patterns for the foreseeable future. Make sure your business is planning for existing and projected changes in how your customers find, reach and perceive you, which will be increasingly influenced by mobile device usage patterns and preferences.

It is important to make a start now, but also remember this is an ongoing process.?Rapidly changing technology means business success has become a moving target.

Start preparing your business for the mobile revolution: make sure you have a mobile website and a mobile marketing plan and start thinking like Google. You are now in the mobile business!

What Do You Know About Emotional Web Design?Web Unlimited ...

Houston Web DesignersProducts and services promoted through the internet must have something that speaks to the core of potential buyers; seeing items on a monitor must capture interest and elicit an emotional response. In short, the design must provide a user with an exceptional experience that touches their emotions. This is what Houston web designers aim to do ? create an emotionally functional and efficient layout to establish a connection between potential buyers and the website.

Emotional web design is a hot issue right now and the subject of discussion among various web developers. Following is some information about what this means and why it is important in an SEO process.

Pleasing and Appealing

People are born to be interactive; a large portion of the decision-making process is irrational and based on compulsion and emotion. So a website must be aesthetically pleasing and provide users with a good experience that is emotionally appealing.

Usability and functionality is not enough to make a business successful in the online arena; it must go beyond that. An affectionate response should be triggered so potential consumers will want to continue to interact with that website. It must be attention-grabbing, make items being looked for findable, and meet purchasing needs that will allow for a trusting and lasting relationship to be established, one that will make customers want to return and share the site with other consumers.

Importance

Some designers can?t get beyond designing a website for usability and functionality, which is only half of the process. The other half is establishing an attachment and connection with visitors that reaches out and creates a bond that is a strong influencing factor for users to choose a product. Web design must consider user feelings about the items and provide a pleasurable and unforgettable experience. In fact , this is more essential than aesthetics.

Almost ninety percent of buying decisions are driven by emotions; because of this, a website layout must be intuitive and not contain any unnecessary information to distract surfers. It must provide relevant and informative content and make buyers feel secure, comfortable, and happy. This is a strong means of creating and establishing a long-lasting consumer relationship.

Cultivating feelings that will influence visitors buying decisions is a good strategy for increasing successful business online. By establishing an emotional connection, a company can entice visitors to become actual buyers by providing them with a feeling of security when using the website. Hopefully, they will be happy and satisfied with the products and services. By allowing Houston web designers to use emotional web design, conversion rates can be increased, bounce rates can be lowered, and business can be more productive. With an emotional design strategy, a site can establish strong consumer desire, engagement, and trust for a successful business operation!

Momenta

By Mike Hartnett

Michael Barker?s parents started selling jewelry when they were college students in 1970. They went into the dormitories and went door to door. In 1972, they opened a retail store in Northwood, NH, and Michael was born the next year.

One of Michael?s earliest memories was of crawling around on the floor behind the glass display cases, amazed at the shark teeth his parents were selling. When Michael was five, his parents took him to his first craft fair. They sold jewelry and cookies and when the fair ended, they used the proceeds to buy Michael a bicycle.

Momenta?s original name was American Traditional Stencils, which began in 1978 when a customer asked Michael?s parents if they could recreate a brass stencil she owned. They said yes, and then quickly taught themselves about photo-etching, the process by which stencils are created from a sheet of thin metal. Michael?s dad later got a patent on a unique form of photo-etching for making jewelry.

?My entire childhood, I remember working in the family business,? Michael said. ?After school and summer vacations were spent packaging stencils and assembling stamps. The stamps were the worst because you had to cut out each piece of rubber by hand, and then glue the rubber to a piece of foam before applying the completed kit to the wood handle.

?But it also taught me at a very young age the value of a dollar,? Michael added.

Like parents, like son: In college Michael started a mail-order company that sold craft supplies. After college he turned the business over to his mother (his parents were divorced by then) and went to law school, vowing never to return to New Hampshire ? or the craft industry.

However, during law school, and later business school, Michael continually gave his mother advice on running the company. ?I still insisted I wouldn?t return,? Michael remembers, ?but I never really let go, either.?

But shortly after 9/11, Michael and his then fianc?e decided to return to New Hampshire. He began managing the business with his mother, Judy Joyce, thinking it would be a two- or three-year adventure.

Challenges lay ahead, however. Stenciling had declined, and Michael made a major change: He transformed it into a paper craft and scrapbook company, and renamed it Momenta.

Marriage, two kids, and 11 years later, Michael is still running the company. Judy worked with Michael for about four years, during which time the company?s sales tripled, so she felt the company was in good hands and she could retire and follow her dream: Today Judy is a Peace Corp volunteer in Dominica. Will a third generation eventually take over?

It?s a little early to tell. Michael?s son Max is six and daughter Brea is three, but Max is interested. Michael has already taken Max to a Jo-Ann store, pointed out the Momenta stickers, and explained how they got there.

?I discuss business with him fairly regularly,? Michael said. ?He is always very interested and I enjoy discussing it with him, although I leave out the more ?difficult? parts of running a company,? Michael added with a smile.

LAS VEGAS --? The family of a man who died Tuesday night after risking his life to save his son and another relative from a grease fire is speaking out. Their house is unlivable and the fire left two children in critical condition.

The fire flared up Saturday on Reeder Street near Maryland Parkway and Hacienda Avenue. Polo Rodriguez and his family were celebrating his son's birthday and baptism.

About a dozen people were at the home for the celebration when a deep fryer was accidentally knocked over. The flames engulfed two 4-year-old children. Family members said Rodriguez ran in to save them.

"He was in flames, not worrying about himself, and picked up both of them and came out, that's what a dad does, any dad would do that, not just because it was him, any mother too," said Margarita and Alex Rodriguez, sister and brother-in-law.

Rodriguez's wife, Claudia, is in serious condition. She also went back into harms way, looking for the children. The two children remain hospitalized in critical condition. Both has undergone three surgeries since Saturday.

If you'd like to help, the Robles House Fire Relief Fund has been set up at Wells Fargo bank.

Gut reaction: Morality in food choice

ScienceDaily (Sep. 25, 2012) ? We've all heard the saying, "you are what you eat." It turns out the old adage might be true on more than just a physical level. The food you choose may also reflect your personal ethics.

Whether we like it or not, buying food has moral implications ranging from environmental sustainability to social justice to animal welfare. Was the apple you ate at lunch grown in your state, or even your country? How much land and water did it take to produce? Was the farmer who picked it making a fair wage?

Several researchers at Arizona State University are examining the ethical aspects of food production and consumption. They are helping consumers navigate the maze of moral choices involved in filling their plates and their bellies. And they are finding that being morally mindful can lead to better nutrition, as well.

Ethical eats

Where does a chicken or an avocado start its life before making its way to the grocery store? Joan McGregor studies food production and the ethical concerns it raises. One of these, of course, is environmental sustainability.

"We all talk about water, we talk about energy, but we sort of forget that food is a huge consumer of resources," says McGregor, who teaches philosophy in the School of Philosophical, Historical, and Religious Studies in ASU's College of Liberal Arts and Sciences.

Sustainability can be tricky to measure, however. For example, most people think shopping locally reduces their carbon footprint. But depending on the type of food, that might not be the case at all. Some foods are more resource intensive than others and generate more carbon during production, even if they don't get transported very far.

Social issues come into play, as well. Buying locally means supporting a local farmer. You might think that's an ethical no-brainer, but consider this: Before the local food movement was all the rage, socially conscious consumers chose fair-trade products (often produced in other countries) because they guaranteed the farmer decent working conditions and a living wage.

"If you're just thinking about welfare or doing good in the world, you might be doing better by buying from some Guatemalan farmer than buying from some Queen Creek farmer," McGregor says. This is just one of many ethical conundrums in the business of food production.

The meat industry presents another set of issues, such as poor treatment of animals on factory farms, a negative impact on the environment and health concerns over hormone and antibiotic use.

"It's more than just 'should I eat meat or not?' It's a question of the way we produce meat. Right now it is incredibly inhumane, but it's also incredibly unsustainable," McGregor says. The major byproducts of meat production are waste and toxins that can be hazardous to human health and to the health of the environment.

Some people substitute seafood for meat. But is fish really more healthy and sustainable? It depends on the type you choose, says Leah Gerber, a conservation biologist in the School of Life Sciences in ASU's College of Liberal Arts and Sciences.

Fishing for answers

Gerber recently co-authored a study examining the healthfulness and sustainability of more than 300 different species of fish. To measure healthfulness, she looked at omega-3 fatty acids. Research has shown that these fats can improve cardiovascular health and boost mood.

Gerber also determined which species had the highest mercury levels, since too much mercury can damage the human nervous system. To gage sustainability, Gerber considered factors like exploitation of the species population and carrying capacity of the ocean environment.

Her analysis found that very large, long-lived fish like the bluefin tuna are typically high in mercury, low in omega-3's and unsustainable. Mercury is a pollutant that gets into lakes, rivers and oceans. Fish and other marine life unwittingly eat it up. As larger animals eat the smaller ones, the mercury "bioaccumulates," or collects in increasing quantities. Large fish high on the food chain contain the highest levels.

Large fish also take longer to sexually mature. As a result, it is difficult to recover their populations when they are overexploited. In general, the least healthful species are also the least sustainable. In addition to bluefin, these include Atlantic cod, swordfish and Spanish mackerel.

Fortunately, fish that are better for your health are also the most sustainable. These include Pacific cod, Alaskan pollock and black rockfish.

Why worry about sustainable fishing? "We need to take care of the ocean and effectively manage fisheries if we want to eat fish in the future," Gerber says, adding that most fish stocks in the world are over-harvested. Global climate change has also added to the problem. As greenhouse gases in the atmosphere increase, oceans absorb more carbon dioxide, making them acidic and less hospitable to many fish species.

"There's this perception that the ocean is inexhaustible -- we can just dump stuff in it and exploit it -- but it's not," Gerber says.

Follow your gut

Gerber believes we have an ethical obligation to take care of the environment. By approaching food ethically, we may also benefit our own health. That's because our moral views affect us on an emotional, "gut" level that may have a stronger influence on our behavior than facts.

Consider, for example, a practicing Muslim who doesn't eat pork. She has avoided pork products all her life, and as an adult, doesn't think twice about passing up bacon and pork chops. A gut reaction to the food makes it undesirable to her. It's the same feeling an Orthodox Jew who follows dietary kosher laws might have about eating meat and cheese together.

"These violations of ethical mores are felt to be dirty, disgusting or not sacred in some way," says Eric Hekler, an assistant professor in the School of Nutrition and Health Promotion at ASU.

These kinds of reactions aren't always religious in nature. Some vegetarians, for example, say they became disgusted by meat after reading about conditions in meat packing plants in Upton Sinclair's The Jungle, or watching documentaries about how animals are treated on factory farms.

Hekler is interested in tapping into human morals to produce healthier eating habits. In a study published in the American Journal of Preventive Medicine, he and his colleagues Tom Robinson and Christopher Gardner found that students at Stanford who took a class examining the ethics of food production made more healthy food choices by the end of the class than students who took courses on human health.

"We got people to eat better by focusing more on the environmental and sustainability aspects, rather than focusing just on a message of health," Hekler says. Surveys of the students revealed that those who took his food and society class ate more vegetables and less fatty meat and dairy by the end of the class than students enrolled in the human health courses.

These results suggest that appealing to a person's morals, rather than just giving them facts, could be an effective way to change behavior. In ongoing research, Hekler and his ASU colleagues Punam Ohri-Vachaspathi and Christopher Wharton have gathered survey data from about 600 ASU students to explore ways of linking healthful eating with morality.

Why tap into morals and emotion to change eating habits and behavior? If someone wants to lose weight or improve their health, there is an abundance of information online about the benefits of physical activity and a diet rich in fruits and vegetables. But as obesity rates rise, it's clear that facts alone aren't enough.

That could be because ultimately, our gut reactions are stronger than our rational thoughts. Hekler explains this concept with a metaphor first developed by Jonathan Haidt, whose Moral Foundations Theory is a core inspiration for Hekler's research. Haidt says your intuitive, emotional response is like an elephant, while rational thought is the rider.

"There's this intuitive part of you, which is the elephant underneath, and if he really wants those peanuts, the rider can stop him for a short time but will eventually get overwhelmed and tired," Hekler says. He hopes with further research to develop an intervention package that will effectively target the elephant.

Technical support

Even if your gut craves humanely and sustainably produced food, the choices are rarely black and white. There are always tradeoffs, like in McGregor's example of buying food locally.

"It's very difficult to just say, 'this is the right thing.' I think that presupposes a model of morality that's too simplistic," McGregor says. But the more information we have available, the better off we are making choices that reflect our values. That's why McGregor wants to create a smartphone application or online tool to help consumers sort through the moral factors associated with the food they eat.

"I like to believe that people want to do the right thing, but don't always know which option is the right thing," McGregor says. For example, many people would pay a little more for a product if they could check with an app and find out that the alternative was manufactured by a child in unsafe working conditions.

Hekler also wants to use technology to promote healthier behavior. He is analyzing a series of smartphone apps that encourage users to stay active. The apps were first developed at Stanford University with his former mentor and co-director for the project, Abby King.

One app is numbers-based. It records and displays the amount of time users spend being active versus sedentary each day. But the other two apps are focused more on emotions and social relationships. One of them uses a live wallpaper with an animated bird that flies and becomes more lively as the smartphone owner moves around throughout the day. The app employs operant conditioning principles, Hekler explains, rewarding the user with a happy bird as he or she performs the desired behavior -- physical activity.

"As I walk faster, this bird flies faster, is happier and more playful, and sings me songs. Every time I open the phone, I get a subtle nudge about how active I'm being," Heckler says.

The goal is to provoke an emotional reaction in users, motivating them to walk and move more throughout the day. Preliminary results reported at a recent conference of the Society of Behavioral Medicine found that the emotion-based and social-based apps produced favorable results relative to a control group, but the number-based one did not.

Researchers hope that targeting people's morals rather than their rational thoughts will be an effective way to promote healthy and ethical choices.

"We need to connect people's values to their food choices," McGregor says. "That means people need to have access to certain kinds of information that ties food decisions to values about the environment, animals and social justice."

Dispute escalates between China and Japan

TOKYO/BEIJING (Reuters) - China sent its first aircraft carrier into formal service on Tuesday amid a tense maritime dispute with Japan in a show of force that could worry its neighbors.

China's Ministry of Defence said the newly named Liaoning aircraft carrier would "raise the overall operational strength of the Chinese navy" and help Beijing to "effectively protect national sovereignty, security and development interests".

In fact, the aircraft carrier, refitted from a ship bought from Ukraine, will have a limited role, mostly for training and testing ahead of the possible launch of China's first domestically built carriers after 2015, analysts say.

The Pentagon played down the event, with spokesman George Little telling a briefing that the United States was monitoring China's development of its military but noted, "This wasn't a particular surprise."

China cast the formal handing over of the carrier to its navy -- attended by President Hu Jintao and Premier Wen Jiabao -- as a triumphant show of national strength at a time of tensions with Japan over islands claimed by both sides.

"The smooth commissioning of the first aircraft carrier has important and profound meaning for modernizing our navy and for enhancing national defensive power and the country's overall strength," Xinhua news agency cited Wen as saying at the commissioning ceremony in the northern port of Dalian.

Sino-Japanese relations deteriorated sharply this month after Japan bought the East China Sea islands, called Senkaku in Japan and Diaoyu in China, from their private owner, sparking anti-Japan protests across China.

"China will never tolerate any bilateral actions by Japan that harm Chinese territorial sovereignty," Vice Foreign Minister Zhang Zhijun told his Japanese counterpart on Tuesday as the two met in a bid to ease tensions.

"Japan must banish illusions, undertake searching reflection and use concrete actions to amend its errors, returning to the consensus and understandings reached between our two countries' leaders."

Japanese diplomats gathered in New York for the U.N. General Assembly said their government's purchase of the islands from its private owners was designed to contain the controversy.

"The Japanese government has communicated and explained this intention to the PRC. However, we have the current situation," said Naoki Saiki, deputy press secretary of Japan's Foreign Ministry.

Saiki did not indicate whether Tuesday's vice-ministerial talks with China made concrete progress, but she said, "The important thing is that both sides did agree on the continuation of contacts and communications with each other."

In a sign of the tensions, China has postponed a ceremony marking the 40th anniversary of the resumption of diplomatic ties with Japan. But an official at the Japan-China Economic Association said Toyota Motor Corp Chairman Fujio Cho and Hiromasa Yonekura, chairman of Japanese business lobby Keidanren, and other representatives of Japan-China friendship groups would attend an event on Thursday in Beijing.

The risks of military confrontation are scant, but political tensions between Asia's two biggest economies could fester and worries persist about an unintended incident at sea.

"If blood is shed, people would become irrational," Koichi Kato, an opposition lawmaker who heads the Japan-China Friendship Association and will travel to Beijing, told Reuters.

"NOT CUTTING EDGE"

For the Chinese navy, the addition of carriers has been a priority as it builds a force capable of deploying far from the Chinese mainland.

China this month warned the United States, with President Barack Obama's "pivot" to Asia, not to get involved in separate territorial disputes in the South China Sea between China and U.S. allies such as the Philippines.

U.S. Secretary of State Hillary Clinton in turn urged China and its Southeast Asian neighbors to resolve disputes "without coercion, without intimidation, without threats and certainly without the use of force".

Narushige Michishita, a security expert at the National Graduate Institute for Policy Studies in Tokyo, said he thought the timing of the launch was unrelated to the islands dispute.

Rather, experts said it might be associated with China's efforts to build up patriotic unity ahead of a Communist Party congress that will install a new generation of top leaders as early as next month.

"China is taking another step to boost its strategic naval capability," Michishita said. "If they come to have an operational aircraft carrier, for the time being we are not super-concerned about the direct implications for the military balance between the U.S. and Japan on the one hand, and China on the other. This is still not cutting edge."

The East China Sea tensions with Japan were complicated on Tuesday by the entry of Taiwan, the self-ruled island that Beijing calls an illegitimate breakaway, which also lays claim to the islands.

Japanese Coast Guard vessels fired water cannon to turn away about 40 Taiwan fishing boats and 12 Taiwan Coast Guard vessels. Six Chinese patrol ships were also near the islands but four left, leaving two nearby but not in waters Japan considers its own.

Japan protested to Taiwan, a day after lodging a complaint with China over what it called a similar intrusion by Chinese vessels.

Taiwan has friendly ties with Japan, but the two sides have long squabbled over fishing rights in the area. China and Taiwan both argue they have inherited China's historic sovereignty over the islands.

The flare-up in tension comes at a time when both China and Japan confront domestic political pressures. Japanese Prime Minister Yoshihiko Noda's government faces an election in months, adding pressure on him not to look weak on China. China's Communist Party is preoccupied with the leadership turnover, with President Hu Jintao due to step down.

Flying, burning bark triggers Wash. evacuations

Kittitas Co. Emergency Response

Smoke and ash from the Table Mountain Complex wildfire is seen near a firefighters' base camp in eastern Washington.

By Miguel Llanos, NBC News

Crews on Thursday were battling a fire that forced dozens of eastern Washington residents to flee overnight with their valuables. The fire sent pieces of burning bark flying miles away and created columns of smoke nearly eight miles tall, some even reportedly creating their own lightning.

The evacuations in the Mission Ridge area near Wenatchee?add to the hundreds of people who earlier evacuated across the region due to fires raging over the last few weeks.

The new evacuations came as eight-inch chunks of burning bark were reported to have fallen in Mission Ridge. Those chunks were coming from an explosive fire inside the Table Mountain Complex some six miles away, a fire incident spokesman said.

That fire, along with others nearby, "have grown rapidly over the last few days, sending large smoke columns with burning embers north and east towards the Mission Ridge area," the incident team said in an update Thursday morning.

Some of those smoke columns topped 40,000 feet on Wednesday, incident spokesman Kent Ramsey told NBC station KING5.com.?

The columns were so hot they generated their own winds, added National Weather Service meteorologist Dan Byrd. "It does create its own little atmosphere," he said, noting that the columns reportedly even created lightning on Wednesday. "We may see that again today," he said.

The region has seen no rain in more than a month, while temperatures have been high and humidity low. Winds have pushed fires into forests with many bug-killed trees that have become easily combustible.

One fire incident commander on Thursday called that combination of conditions so late in September "unprecedented" in his 28 years of firefighting.

Washington state firefighters say three fires currently burning could merge into one massive blaze. KING's Jim Forman reports.

In the Mission Ridge area, the residents of some 150 homes were told to evacuate, but some were determined to stay -- at least for now.

The Table Mountain Fire Complex is actually four fires that have so far burned 9,500 acres within the Wenatchee National Forest. The fires, and dozens of others in eastern Washington, were started by lightning strikes earlier this month.

A second Table Mountain fire on Wednesday caused the closure of Highway 97 for several hours.?

The complex of fires was just 4 percent contained on Thursday morning.

Dozens of residents around Liberty, Wash., were earlier told to evacuate.

NASA

This satellite-based image shows major fires burning in Washington state on Wednesday.

In Liberty itself, a town of several dozen, some residents were preparing to leave if an evacuation order is issued there.?

"This time we're watching it pretty close, real close," Larry Smith told KING5.com as he and his wife packed up.

But Paul Heit told KING5.com that he wasn't packing just yet.

"If I see flames coming over the hill and it's coming 80 miles per hour," he said, "yeah, I'll probably leave."

Some 5,000 firefighters are battling the eastern Washington fires, the largest of which is the Wenatchee Complex at nearly 40,000 acres. Nearly 2,000 firefighters have been deployed there but that complex of fires is just 12 percent contained.

The fires have created bad air quality for residents, especially in Wenatchee, Leavenworth and Cashmere, where the school district suspended classes for the week as a result.

Heavy dust has also covered parts of the region. Some locals have even said the conditions are worse than when the Mount St. Helens volcano blew in 1980, sending ash across the state.

Spanish woman who disfigured painting of Christ lawyers up, wants money

A Spanish woman who made headlines worldwide for her botched attempt to restore a 20th-century painting of Jesus Christ says she has hired lawyers and wants royalties from the fees church owners are charging visitors, according to the daily Spanish-language newspaper El Correo.

The local artist, 80-year-old Cecilia Gimenez, initially defended her volunteer work saying she was restoring the decaying "Ecce Homo" ("Behold the Man") portrait because no one else would. The before and after pictures went viral across the globe and tourists began arriving in droves -- but very few were leaving donations according to Ars Technica. The sanctuary's owners, the Santi Spiritus Hospital Foundation, reportedly made $2,600 in four days from visitors wanting to see "Ecce Mono," or "Behold the Monkey" as it's now called, Ars Technica reported.

The church has hired lawyers of its own to protect its revenue, Ars Technica said, "Luckily, though, Gimenez is not charging the millions of Internet users who have shared and spoofed her painting all over the world with copyright abuse."

The story blew up on social networks and put the northern Spanish town of Borja and its population of about 30,000 at the center of an international joke. Gimenez said she suffered from anxiety attacks, according to El Correo, and sought privacy. With upcoming litigation though, she "apparently recovered from the anxiety she initially experienced and is now looking to get paid," as Gawker said.

Town officials have planned to undo Gimenez's work, but almost 18,000 people have signed an online petition to preserve the post-restoration painting, according to Agence France-Presse.
