Obama on Afghan: Leave on time, no 'perfect' end

(AP) ? President Barack Obama and leaders around the globe locked in place an Afghanistan exit path Monday that will still keep their troops fighting and dying there for two more years, acknowledging there never will be point at which they can say, "This is all done. This is perfect."

Obama, presiding over a 50-nation war coalition summit in his hometown, summed up the mood by saying the Afghanistan that will be left behind will be stable enough for them to depart ? essentially good enough after a decade of war? but still loaded with troubles.

The war that began in the weeks after the Sept. 11, 2001, attacks will finish at the end of 2014.

"I don't think there's ever going to be an optimal point where we say, 'This is all done. This is perfect. This is just the way we wanted it,'" Obama said as the NATO summit closed. "This is a process, and it's sometimes a messy process."

Obama never spoke of victory.

Afghan forces for the first time will take over the lead of the combat mission by the middle of 2013, a milestone moment in a long, costly transition of control. Even in a backup role, U.S. forces and all the rest will face surprise attacks and bombings until the war's end.

Wary of creating a vacuum in a volatile region, the nations also promised a lasting partnership with Afghanistan, meaning many years of contributing tax dollars, personnel and political capital after the end of their soldiers' combat.

The United States has already cut its own deal with Afghanistan along those lines, including a provision that allows U.S. military trainers and special forces to remain in Afghanistan after the war closes.

In an escalating election-year environment, Obama was as at the center of the action in Chicago, beaming and boasting about the city's performance in hosting the event. Noisy protesters loaded the city's streets at times, which Obama called just the kind of free expression NATO defends.

Tensions with Pakistan undermined some of the choreographed unity. Pakistan has not yet agreed to end the closure of key transit routes into Afghanistan ? retaliation for American airstrikes that accidentally killed 24 Pakistani soldiers months ago ? and the issue hung over the summit.

Obama had no official talks with Pakistani President Asif Ali Zardari, although the two chatted briefly. Obama spoke of progress on the standoff but he added: "I don't want to paper over real challenges there. There's no doubt that there have been tensions."

On Afghanistan, led by Obama, the partners are in essence staying the course. They stuck with a timeline long established and underscored that there will be no second-guessing the decision about when to leave.

Since 2010, they have been planning to finish the war at the end of 2014, even as moves by nations such as France to pull combat troops out early have tested the strength of the coalition. The shift to have Afghan forces take the lead of the combat mission next year has also been expected. Leaders presented it as a significant turning point in the war.

It will be "the moment when throughout Afghanistan people can look out and see their own troops and police stepping up to the challenge," said the NATO chief, Secretary-General Anders Fogh Rasmussen.

What the world is poised to leave behind is an Afghanistan still riddled with poverty, corruption and political instability.

Yet, out of money and patience, the U.S.-led partnership said it is confident Afghanistan will be stable and prepared enough to at least be able to protect itself ? and, in turn, prevent its territory from becoming a launching pad for international terrorism.

Questioned about what will happen if Afghanistan eventually falls apart, Obama signaled there is no turning back. "I think that the timetable that we've established is a sound one, it is a responsible one. Are there risks involved in it? Absolutely."

British Prime Minister David Cameron said the leaders were "making a decisive and enduring commitment to the long-term future of Afghanistan. The message to the Afghan people is that we will not desert them. And the message to the insurgency is equally clear: You cannot win on the battlefield. You should stop fighting and start talking."

The political stakes are high for the U.S. president, who will go before voters in November with tens of thousands more troops in Afghanistan than when we took office. His emphasis will remain that he is methodically winding down the war after closing out the one in Iraq; U.S. voters desperate for better economic times have long stopped approving of the war mission.

NATO said it will keep providing "long-term political and practical support" to Afghanistan after 2014 but added: "This will not be a combat mission."

Despite the size of the coalition, the war remains a United States-dominated effort.

The U.S. has 90,000 of the 130,000 foreign forces in the war. Obama has pledged to shrink that to 68,000 by the end of September but has offered no details on the withdrawal pace after that, other than to say it will be gradual.

The fighting alliance called negotiation the key to ending the insurgency in Afghanistan, but avoided mentioning the Taliban by name. The insurgents walked away from U.S.-led talks in March, and urged the NATO nations to follow the lead of France in pledging to remove combat forces ahead of schedule.

The alliance agreed on a fundraising goal to underwrite the Afghan armed forces after the international fighting forces depart.

The force of about 230,000 would cost about $4.1 billion annually ? the bulk of it paid by the United States and countries that have not been part of the fighting force.

U.S. and British officials said during the summit that pledges total about $1 billion a year so far and that fundraising is on track to make up the rest. French President Francois Hollande said the U.S. had requested a little less than $200 million but was non-committal, saying France was "not bound by what Germany or other countries might do."

Mongolian Economy and Finance: From Bankruptcy to Buoyancy

May 18 (Mongolian Economy) The energy sector has begun to rid itself of its losses and debts collected over the many years. However, the mindset among society to save and spare energy has not changed a bit. If they don?t learn and teach their children how to save energy, they might not be able to deal with inevitable higher energy expenses. Maintaining balanced household budgets requires that they support a green economy and change their mindset to one for efficiency.

The 72nd Article of the energy law, introduced in 2010 to provide guidelines to the fuel energy sector passed by Parliament states that actions directed towards the fuel and energy sector should support this sector, which nearly collapsed due to inefficient operations, before it falls at the nation?s feet. In order to save this sector, a kilowatt of electricity would have to cost MNT 115 by 2014. This directive is meant to provide citizens with stable electricity as well as the ability to live warm and comfortable lives. Thus, energy prices, which have steadily increased, must be carefully correlated with national demand. Protective actions for consumer rights have already been taken .

Operators in the mining sector pay MNT 100 for every kilowatt of electricity, the highest fee regarding energy imposed in Mongolia.Residents in the central provinces pay around MNT 84 per kilowatt. However, if this price does not reflect true market value, losses will be impossible to avoid.

End users consume electricity at a true cost of over MNT 100. Liberalised prices are scheduled to be financed through MNT 15 billion in subsidies from the annual state budget up until 2014. It is assumed by then that energy producers will operate independently by then and the payouts will stop. That means people will have to pay real prices when that happens.

?The price for energy in Mongolia is below the international average?, said T. Tserenpurev, the head of the Energy Regulatory Committee .

If people continue to live as they do now, then households in Mongolia will have to pay large sums for their electric bills.

Discounts for Saving

A household that consumes a maximum of 150 kilowatts an hour of electricity will pay MNT 79. The Energy Regulatory Committee will increase that price once a household passes that threshold, according to the aforementioned 72nd Resolution.

?Although the price of energy have increased from MNT 79 to MNT 84, it?s not enough to make up the losses?, explained N. Myagmarsuren, coordinator at the Energy Regulatory Committee.

Mongolia has the cheapest prices for electricity for consumption at night. It is also included in the list of countries where a discount and welfare policy is enforced, allowing, it to enjoy cheap prices for electricity. That calls for a change in mindset. Beginning in 2014 one kilowatt of electricity will cost MNT 115. Imagine how much more you will pay then.

The price of energy is cheaper than its true value, which results in losses to producers. Energy producers experienced a loss of over MNT 39 billion last year. The energy law was amended in 2011, stating it would pursue ?profitable prices close to real prices?.

However, instead of seeking profits, the committee has been operating only to make up for its losses. It is no secret that there is widespread opinion that price hikes would put a great deal of pressure on people?s lives. For that reason, the price for energy will increase gradually until reaching MNT 115 per kilowatt two years later.

Prices that account for all expenses incurred through production would have the following results:

(1) Better quality services: Companies with special licences function to produce, deliver and supply energy and heat. Higher prices would allow energy producers to operate without incurring losses, and therefore allow improved technical services from servicing companies. That would be passed on to provide customers with more reliable and quality services as well.

(2) Investment: A more efficient price scheme would attract more foreign investors. Prices that fail to earn profits will not attract anyone?s attention or investment dollars.

(3) Cost savings: Families would be forced to pay more mind to their energy consumption and use more energy-efficient thinking.

(4) Green habits: Energy savings are key to the green energy movement.

Indexing energy

When the new price is introduced in 2014, analysis and research to their impact can begin to help develop a price index. This index would be used to adjust price depending on the expenses incurred by fuel costs (coal and oil as well as their transport).

Such costs comprises up to 50 percent of spending in the energy sector. There is also the currency exchange rate to account for. Because all of the equipment needed in this sector must be imported, trade must be done in foreign currencies. The same goes for imported energy, which amounts to over 200 million kilowatts in addition to interest collected from long-term credits each year. Indexed energy prices would allow the sector to adjust electricity and heating fees so they align with fuel prices, exchange rates, and consumption price indexes.

?Energy consumption is increasing every year. Supplying rising demand has become a headache for the sector?, said N. Nyamsuren, another coordinator at the Energy Regulatory Committee . ?Of course, a new energy source is needed immediately. Also, people must learn to save energy. There is so much heat lost. We lose so much heat through windows, the walls and doors. We are too wasteful?.

He added, ?The sector has recovered over the last two years. Debts are being lessened quickly. Before, debts were greater than profits. Now the opposite is true. That debt will soon vanish. But that doesn?t mean everything will be fine. These are just the first signs of improvement?.

Last year, most of the debt from coal mines and power plants were repaid. Representatives from this sector have confirmed that it has switched over to a policy that obligates immediate payment for the coal it purchases. Experts also have noted that foreign investments in the sector have increased.

From now on, the energy sector might operate with fewer losses and function with a positive balance sheet.

Thanks for taking interest peeps, just to let you know I'm gonna give you 48 hours to get your character up. Unless you have some drastic reason as to why you can't PM me and let me know when you can get it in, other then that I think that will be enough time. I totally understand that school is a big deal right now for everyone that is in school still so if you need an extra day or two cause your taking finals or what no thats fine. But if you say its gonna take me a week or something, I would much rather give it to someone that can get it done sooner. Sorry if I sound like a bitch but that just the way I am.

Obama set the stage for a fractious G8 summit here by forging an alliance with new French President Francois Hollande over the need to jolt Europe back to growth.

Fearing Europe's economic crisis is poised to worsen -- with dangerous repercussions for the US economy and perhaps his chances of re-election -- Obama weighed in, risking the ire of German Chancellor Angela Merkel who has championed an austerity-first approach.

Shortly before welcoming Merkel and other leaders to the famed presidential retreat outside Washington, Obama noted Friday that events in Europe held "extraordinary" importance for the United States.

The G8 needs to discuss "a responsible approach to fiscal consolidation that is coupled with a strong growth agenda," he said.

To kick-off the summit a tie-free Obama greeted leaders shortly after dusk Friday at the threshold of his wood cabin for an informal dinner that lasted more than two hours.

But the dressed-down atmosphere did little to relieve tensions, which have been stoked by the belief that two years of painful cuts demanded by Germany and others have undercut Greek growth and made recovery more difficult.

In what may have been a telling moment, Obama greeted Merkel at his Laurel Lodge with a cordial: "How've you been?" When her response came: a shrug and pursed lips, Obama conceded: "Well, you have a few things on your mind."

Publicly European leaders have attempted to smooth over the splits within the G8, insisting austerity and stimulus need not be mutually exclusive.

"We need to take action for growth while staying the course in terms of putting our public finances in order. Stability and growth go together, they are two sides of the same coin," European Commission chief Jose Manuel Barroso said ahead of the summit.

But with Greece's fiscal crisis apparently approaching denouement, those good words may be sorely tested.

The recent clobbering of Greek parties that back austerity measures under the country's 173-billion-euro ($220 billion) bailout has sparked a fresh round of market panic and left the two-year-old effort to prevent a Greek default on life support.

Fresh Greek polls are scheduled for June 17, but there is no certainty that supporters of the painful reforms will win, and already nervous Greeks have been pulling money from bank accounts.

The markets are already betting that if anti-austerity parties win the rest of Europe will turn off the bailout spigot, a decision that would force a Greek default and would likely spell an exit from the eurozone.

So far, European leaders are insisting that Greece must meet its commitments, a stance that will likely be held until the elections. But a row is brewing over whether Greece's bailout package needs to be revisited.

Two years of austerity have resulted in crippling unemployment and while Greeks say they are overwhelmingly in favor of staying in the eurozone, there is little appetite for more budget cuts.

Diplomats say major new initiatives are unlikely to come from the G8 summit, but Obama's intervention tips Europe's political calculus toward pro-growth policies before European officials gather in the coming weeks to thrash out concrete measures.

Commission president Barroso said there was growing consensus around the idea of specific investments funded by common European bonds -- a measure he said would satisfy the need for austerity and stimulus.

"We need to compliment the fiscal consolidation efforts for reforms with investment," he told AFP on the margins of the summit.

G8 leaders will hold their main discussions on Europe's fiscal plight Saturday at Camp David's rustic collection of cabins in the wooded Catoctin Mountains in Maryland, outside Washington.

Friday night's dinner discussions focused heavily the ongoing bloodshed in Syria and Iran's contested nuclear program ahead of talks between global powers and the Islamic Republic in Baghdad later this month.

According to a senior US official there was broad agreement on the need for political transition in Syria, where a revolt and government crack down has left 12,000 dead.

But as UN weighs sending more military observers to the country, it was not clear whether Russia and the rest of the G8 had bridged differences over the fate of Bashar al-Assad's regime.

There was also discussion about North Korea, which is feared will launch a new nuclear test and Myanmar, after Obama eased US investment restrictions Thursday.

Diplomats said the weekend would also see an agreement on how to help newly free Arab nations recover state assets moved abroad by members of previous regimes.

The G8 club of developed nations includes Britain, Canada, France, Germany, Italy, Japan, Russia and the United States.
